MATTHEW CAESAR – Chief of Product Development

MATTHEW CAESAR – Chief of Product Development Picture

Matthew Caesar has accumulated over ten years of software engineering and industry experience with Digital Solutions and Inmate Telephone Incorporated, complemented by a Bachelor of Science in Computer Science from Saint Francis University. As Chief of Product Development, Mr. Caesar oversees all of the product development activities required to take an idea from concept to deployment at a client site. Prior to becoming Chief of Product Development, Mr. Caesar was involved in the management and development of OMS Evolution and was the lead product developer for Corrections Development International.

Mr. Caesar plays a key role in establishing and implementing the corporate architecture, technology and feature set directions for the software product suite. He supervises the software development and professional services teams that are responsible for building and delivering products to the field. Additionally, Mr. Caesar interfaces with strategic partners in regards to product and data interface and integration issues.

ED ADAMS – Interface Design/Business Analysis Team Lead

Ed Adams has been with Digital Solutions since 2003, acting as the company’s first Interface Designer, followed by his current position of Interface Design Team Lead. During his tenure with the company, Mr. Adams has also served as the Quality Assurance and Technical Writing Team Lead and more recently has taken on the role of leading the company’s Business Analysts. 

Mr. Adams and his Interface Design and Business Analysis team are responsible for ensuring that Digital Solutions’ products meet the needs of customers through proper analysis, planning, conceptualization, design and implementation. By following a detailed approach to design; including requirements gathering, prototype creation, specification creation, and usability testing, his team is continually enhancing the software, thereby offering criminal justice facilities the latest in technology and innovation. Mr. Adams has been involved with the analysis, design and project management work on the company’s Evolution products since their inception, and subsequently has a great deal of experience dealing with large scale facilities.

Mr. Adams was awarded a Bachelor of Science in Education from The Pennsylvania State University and has completed graduate coursework in Instructional Systems Technology there as well. Prior to joining Digital Solutions, Mr. Adams acquired several years of experience working as a designer and project manager on numerous software projects, including several large-scale projects for a Fortune 500 company. In his previous positions, he gained valuable experience with ID and Project Management processes and procedures that he has been able to incorporate into Digital Solutions’ environment.
JIM BRADLEY – Software Development Team Lead

Jim Bradley has worked within the Product Development Division at Digital Solutions Incorporated since 2000. Prior to employment, he received his Bachelor of Science in Computer Science from Allegheny College. He also received a Masters in Business Administration (MBA) from Saint Francis University in 2007. Mr. Bradley served solely as a software engineer until 2005, when he assumed the role of team lead of the client/server Offender Management System (OMS). In addition to being responsible for the development and maintenance of the OMS application, the role required the management of interfaces with a number of the company’s partners throughout the corrections industry. He has overseen numerous development efforts throughout the entire software life cycle - from concept through implementation. 

In 2007, Mr. Bradley’s role was expanded to include management of the Quality Assurance and Technical Writing teams. The role of the Quality Assurance Team is to ensure that all applications are released not only defect-free, but also in line with the specifications and requirements defined by all stakeholders. In his role as Technical Writing team lead, Mr. Bradley and his team are responsible for providing accurate and meaningful documentation to end users. 

During his tenure, Mr. Bradley has had extensive experience in the automation of correctional facilities of all sizes. This experience ranges from serving as a technical resource to conducting business process analysis and project management.

JOHN DALE – Product Development Team Lead

As Team Lead on the Offender Communication System Evolution (OCSe) product, John Dale is responsible for the software development and maintenance of the application. He oversees the product throughout every step in the software development life cycle. He is very involved in the deployment of the application and works very closely with the Professional Services Group, Service and Support departments. Mr. Dale works with all OCS customers to make sure the installation, configuration, and maintenance of the product are successful. 

During his tenure, Mr. Dale has had extensive experience in the automation of correctional facilities of all sizes and is responsible for over 125 facilities across the United States. This experience ranges from serving as a technical resource to conducting business process analysis and project management. 

Outside of managing the OCS product, Mr. Dale is responsible for managing numerous software engineers at Digital Solutions, responsible for their tasking, professional development and yearly performance evaluations. He has also mentored numerous entry level engineers throughout his career with the company. Prior to becoming a Team Lead, Mr. Dale was a lead software engineer on the OCS application, designing and engineering the application from the ground up with the support of his team. Mr. Dale has five years of software development experience complemented by a Bachelor of Science in Computer Science from Juniata College.

ANGEL HERNANDEZ - Professional Services Group Team Lead

As Professional Services Group Team Lead, Angel Hernandez is responsible for delivering the necessary tools and services to facilities to ensure a seamless product implementation. Through assessing client needs and matching them with the correct products and services, Mr. Hernandez assigns the correct components of the core tool set – Project Management, Data Conversion, Technical Implementation and/or Training. In addition to functioning as Project Manager, Mr. Hernandez guides the entire Professional Services team to improve the installation process with each successful delivery of the product.

Mr. Hernandez comes to Digital Solutions and Inmate Telephone Incorporated with a Master of Science in Instructional Technology and a Bachelor of Arts in Psychology along with over ten years of project management experience in the private, academic and public sectors. While handling $25K to $1M technical projects, Mr. Hernandez cites managing change as a successful method for increasing productivity while cutting cost.

It is this philosophy – engaging the clients to understand needs, balancing correctional expertise with technical solutions, and addressing the human impact during the project – that allows Mr. Hernandez and the entire Professional Services Group to best provide a seamless implementation of DSI/ITI products.

TIM LEE – Product Development Team Lead

As Team Lead on the Offender Management System Evolution (OMSe) product, Tim Lee is responsible for the software development and maintenance of the application. He oversees the product throughout every step in the software development life cycle. He is very involved in the deployment of the application and works very closely with the Professional Services Group and all OMSe customers to make sure the installation of the product is successful. Outside of managing the OMSe product, Mr. Lee is responsible for supervising numerous software engineers at Digital Solutions, responsible for their tasking, professional development and yearly performance evaluations.

Mr. Lee has eleven years of software development experience, four of which are within the corrections industry. Prior to becoming a Team Lead, he was a lead software engineer on the Evolution application. Mr. Lee played a key role in the design, development and testing on many of the major modules in the application. He has also been responsible for mentoring numerous entry level engineers throughout his career with the company. Prior to his career with Digital Solutions, Mr. Lee worked as a software engineer that developed online business simulations and also developed software for numerous applications in the defense industry for Raytheon Systems.
